You could easily get into a debate with either Ken or I that this is more of an "alto horn" than a "mellophone", but the fact is it isn't quite a french horn and it is pitched in E. The Keefer company was an old American brand originating in Pennsylvania in the late 1800s and continued to produce instruments through the 1960s.
This silver plated brass horn could be polished up nicely and has a decent compression of 2.3 through the pistons. It does not come with a case.
BEFORE you buy this horn and bring it to marching band rehearsal, ASK your band director to make sure you'll be allowed first.
